Foreigners can apply for a Richart account on Richart's official website with a Resident Certificate (ARC) and a secondary ID (passport, national health insurance card or a driver’s license). Personal information must be filled in, Resident Certificate (ARC) and secondary ID uploaded. Please note that when uploaded documents must be complete, clear and have no reflections. We do not accept color photocopies, duplicates or images of your ID document with missing information.
Yes, but during the process, our customer service personnel will contact you and ask if you would like to change the old Resident Certificate (ARC) number to the new one. Your account will only be reviewed upon your approval.

Foreigners can authenticate their account by using one of the following options below, after authentication, your account will be then reviewed to determine whether it can be sucessfully opened:

  • If you have an account opened by another bank, authentication can be done by logging into Richart Web Bank and choosing the code of the bank you have an account with and entering the bank account number.
    ※Bank accounts accepted do not include savings accounts opened not in a bank branch.
    ※After authentication, you can start to transfer funds to other accounts. Transfer limit is TWD$10,000/per transaction, TWD$30,000/per day, TWD$50,000/per month.
  • If you have a saving account with Taishin and the phone number on the application is the same as the number you gave when you opened this account, you can be authenticated via a OTP text. After authentication, you can start to transfer funds to other accounts. The limit is TWD$50,000/per transaction, TWD$100,000/per day, TWD$200,000/per month.
  • Complete authentication at a Taishin branch. After authentication, you can start to transfer funds to other accounts. The limit is TWD$50,000/per transaction, TWD$100,000/per day, TWD$200,000/per month.

Foreigners applying for a Richart account must meet the following criteria:

  • Must be an adult;
  • Must hold a long-term Resident Certificate(ARC) with at least 1 year validity; and
  • The expiration date of the Resident Certificate (ARC ) must be more than one month from the date of account application.

Please bring your Resident Certificate (ARC) card and secondary ID document that was uploaded online. Upon authentication, Taishin will require your signature or stamp. You must remember to bring a stamp with you if its preferred, as a later change will be subject to a handling fee (the fee is set by each branch).

※Reminder: A Richart Express Counter is available at our branches. The number dispenser for Richart accounts is separate from general banking business.

You can transfer money to a Richart account through ATM/online transfer or at a branch (handling fees are subject to each bank).

※Reminder: For ATM interbank deposits, we deduct the handling fee from your deposit. For example, if a deposit is TWD$1,000 with a handling fee of TWD$15, the amount of money deposited into the designated account is TWD$985. The handling fee is subject to each bank's announcement.

A monthly e-statement in both Chinese and English will be emailed to you. A paper statement can be applied for at a branch subject to a fee of TWD$200; or call Richart Customer Service at (02)8798-9088(press 3 for English service) / 0800-888-800 and someone will assist you.

You must bring your Resident Certificate (ARC) and secondary proof of ID for any type of transactions (including first-time transactions).

No, Richart accounts cannot be used for payroll-purposes.

Bring your ARC card and second proof of ID and get a number from a number dispenser at any branch in Taiwan during business hours (09:00-15:30). Get multiple currency notes from your account by letting our staff know you have a Richart account and by using your signature or stamp.

※Reminder: Foreign notes are only available in USD, RMB, JPY, Euro, HKD, AUD, NZD, CAD and SGD at a branch.

Get USD, JPY and RMB currency notes at an ATM.

Currency exchange hours are from 09:00am on business days to 03:00am on Saturday.

The handling fee for Richart multiple currency exchange is as follows:

  • Handling fee for mulitple currency exchange: No handling fees for exchange between Richart accounts of the same account holder.
  • Handling fee for withdraws at branch: a discretionary handling fee is charged based on the withdrawal/deposit amount and the exchange rate difference.
    ※Please contact the branch for more details regarding each currency. click here to find our branches.
  • Handling fee for foreign currency withdrawals at an ATM: Mulitple currency notes can be withdrawn at an ATM where currencies are available for a handling fee of TWD$100 per transaction. Please visit the Taishin website for current available currencies and limit. The actual availability of foreign banknotes are subject to each ATM.
    Applicants should carefully evaluate the risk of currency exchange and possible exchange loss if currency conversion is involved.
  • Currently, only the balance in your regular multiple currency account can be withdrawn, and used to make fixed deposits and deduct funds.
  • If the above is required for a multiple currency Premium account, the funds must be transferred to a regular account, as follows:
    Login to Richart online banking. Click “transfer” on the Premium section; enter the amount you wish to transfer. After this is done, you can withdraw money, make fixed deposits or deduct funds.

Yes.

  • You can receive money from a Richart foreign currency account. Prior to execution, please ensure that the account/platform you transfer the money from is functioning normally and whether or not there are restrictions.
  • For transferring money from a Richart foreign currency account, please login to Richart online banking. Go in to the foreign currency service and click on “Transfer.” Transferring foreign currencies can only be done so from foreign currency accounts that have been fully verified. You must upgrade your account if the transfer fails.
Currently, you cannot transfer money to a virtual account from a Richart multiple currency account. This can be done at any branch.
  • Transferring money to a Taishin Bank account
    You can transfer 13 multiple currencies into a Taishin Bank account on Richart APP: USD, RMB, JPY, Euro, HKD, AUD,NZD, GBP, CAD, SGD, ZAR, SEK and CHF.
  • Transferring money to a non-Taishin Bank account of a domestic bank
    You can transfer 5 multiple currencies into a non-Taishin Bank account of a domestic bank on Richart APP: USD, RMB, JPY, Euro and HKD. The actual currencies for transfer are subject to the currencies supported by each bank.
  • Transferring money to a Foreign Bank Account
    Only USD can be transferred to a foreign bank account on the Richart APP.
  • If the transfer is made for foreign investment, please select “Investments in overseas equity stocks” and you can leave a postscript for the transaction.
  • If the transfer is made for payment of studying abroad, please select “Expenditures of studying abroad” and you can leave a postscript for the transaction.

※Reminder: If the purpose for the transaction does not meet the above scenarios, please visit a nearby branch to set up an account and you will be able to leave a postscript.

Visit a nearby branch and fill in a Refund/Change of Transfer Application Form.

※Please note that relevant fees may incur from a refund/change of remittance (including but not limited to telegraphic transfer charges and fees charged by banks outside of Taiwan).

The following times are given in Taiwan time zone

  • Transfer made to a Taishin Bank account.
    Available 24 hours a day.
  • Transfer made to a non-Taishin Bank account of a domestic bank
    9:00am to 3:00pm on business days.
  • Transfer made to a foreign bank account
    9:00am to 3:00pm on business days.
You will receive your Richart Debit Card within 5 working days of your account being successfully opened. Your debit card will be sent to the address provided when you opened your account.

Log into Richart Web Bank and click on Activate Card. Enter your card number (16 digits on the front of the card). After verifying your phone number, your card will be activated.

※If you are unable to activate your card, please call Richart Customer Service at (02)8798-9088 / 0800-888-800 (press 3 for English service) for assistance.

The default pin is the last 8 digits of your Resident Certificate (ARC) number.

Use one of the following methods:

  • You can activate the function when you activate the card on Richart Web Bank.
  • Bring your debit card and 2 forms of ID to any Taishin branch and leave your signature or seal.
  • Have the function activated by calling our Richart Customer Service Center at (02)8798-9088 / 0800-888-800 (press 3 for English service).

※Reminder: If your bank account was verified with another account, you will not be able to withdraw money overseas. You must upgrade your account and have it authenticated with the function activated at a branch.

After the function is activated, you must set up a password for overseas withdrawals at a Taishin ATM before you can take money out in another country.

You will not be able to withdraw money if your debit card has expired.

For a Richart debit card, we offer 0.5% cashback per transaction. Get up to 3% cashback with our Mastercard for transactions outside of Taiwan. You may look for more details here.
  • This will be issued if you tick the box “debit card with EasyCard function” when you open a Richart savings account.
  • If you already have a Richart VISA card, and would like a Richart debit card with EasyCard function, please apply for a replacement on Richart Web Bank and fill in the form.
If there is sufficient balance on your Richart account, you can spend up to TWD$150,000 per day.

If you forget your password or your card is locked, please bring your ID card, bank card and stamp used at the time of opening the account to reset a password at any branch.

※You must leave a signature or stamp at the branch upon the first transaction to facilitate later business at the branch.

※You can change your password at an ATM if your card is not locked.

Go to Richart Web Bank with your Richart card and card reader; click the "Forgot your userID or password?" on log-in page.

If you haven't forgot your password, call the Customer Service at (02)8798-9088 / 0800-888-800 (press 3 for English service) within 24 hours of the card being locked. Our staff will unlock the card for you to log in with the original account UserID and password.

If you forget your password or your card is locked, please bring your Resident Certificate (ARC), bank card and stamp used at the time of opening the account to reset a password at any branch.

You must renew your Resident Certificate (ARC) ; update your account at a branch with your new Resident Certificate (ARC) and secondary proof of ID.
Easy Transfer makes transferring money EASY! Add your mobile number as an Easy Transfer account number, then your friend can easily transfer money to you by just entering your mobile number instead of account number. If your friend also has added their mobile to Easy Transfer, you can also transfer money to them likewise.

Yes, you can. Bring 2 forms of ID and stamp to any branch and leave your signature or seal.

※Reminder: You can transfer up to TWD 2 million per transaction and TWD 3 million per day to a designated recipient. Setup of a designated recipient takes effect on the following day upon application, subject to 50 designated recipients.

No, designated recipients must be separately set up for Richart Web Bank and Richart debit card.
No, you must set up designated recipients at a branch, or log in to Richart app or online banking to set up your account numbers of other banks as designated recipients.

You can designate up to 50 recipients. The maximum amount you can transfer is TWD 2 million per transaction and TWD 3 million per day.

※At present, a single transfer to an account set up at Taishin Bank is subject to TWD 2 million per transaction and TWD 30 million per day. Transactions over TWD 30 million are currently not available.

※Digital accounts may be subject to different transfer amount limits depending on the verification method used to open the account. We recommend you log in to Richart Web Bank and check your current account privileges in the account settings.

※Reminder: You have 5 free interbank transfers per month.
Transactions completed after 10pm on weekdays will be rolled onto the next day's calculation. (Transaction time is subject to the Bank's system record)

No, free transfers on Richart Web Bank and Richart card are counted together.
  • Transferring to a non-designated recipient: Click Transfer Now and enter the required information. You can transfer money within the limit by using the authorized device for verification on Richart APP (we recommend downloading the Richart APP. If this is the first time of use, we will direct you to download Richart APP and ask you to authenticate your device during the transaction verification), or using your Richart card for verification with a card reader. For more details, please see step introduction for more details.
  • Transferring to a designated recipient: Click Transfer Now and enter the required information. You can transfer money within the limit after you verify with your Richart password.
No, if you have a new device, please download the Richart APP on your new device and call our Customer Service to enable device change permission. You will then be able to authorize your Richart APP with your new device during the transaction process.
